The 5 to 8 percent figure comes from comparing homes that have a pool against comparable homes that have none. Sun Belt markets like ours land at the upper end of that range or above it, which is why a pool is standard equipment in a Tampa Bay backyard.

Your pool already exists, so that percentage is already reflected in what your home is worth, whatever shape the pool is in. The useful question becomes what changes when the same pool moves from tired condition to renovated condition.

How an Appraiser Sees Your Pool

Appraisers assign what they call contributory value, meaning what a feature adds to this specific property in this specific market. Construction cost sits outside that calculation.

Two homes on the same street with identical pools can carry different pool values, and the difference comes down to condition. A pool with sound plaster, working equipment, and intact decking supports the amenity value the market assigns. The same pool with failed surfaces and aging equipment gets adjusted downward because the appraiser is valuing what a buyer receives.

This is where a remodel does its work. Resurfacing, equipment replacement, and deck repair move the condition rating, and condition is the part of the pool’s value you control.

What a Buyer Deducts for a Dated Pool

When a buyer’s inspector examines a pool, the report names what needs attention. Failed plaster, a heater at the end of its life, a light fixture that no longer works, and coping that has lifted all get flagged. The buyer takes that list and gets a number.

The concession they ask for usually sits above what the work costs. A buyer prices the job plus the effort of arranging it themselves after closing, in a house they have just moved into, with contractors they have never met. That premium makes sense from their side, and you pay it out of your sale price.

A seller who completes the work ahead of listing controls both the scope and the timing. You choose the finish, you schedule around your own calendar, and the pool photographs well for the listing. The same money buys you a better result and a stronger negotiating position.

Florida Insurance Now Depends on Pool Condition

Florida carriers have been inspecting pool barriers during policy renewals since the market tightened through 2024 and 2025. Where a barrier falls short of requirements, carriers have moved to cancel policies outright.

Two separate things govern your pool here, and homeowners often assume they are the same. State law sets one standard, and your insurer sets another. The sections below cover each, and where the 2026 legislative change landed.

What Chapter 515 Requires, and Who It Applies To

Chapter 515 of the Florida Statutes, the Residential Swimming Pool Safety Act, applies its safety feature requirement to new residential pools. An older pool built under earlier rules carries no retroactive obligation under the statute. Your insurer sits in a different position and can set its own conditions for writing or renewing a policy, which is where the pressure comes from.

The approved options under the statute give you a sense of what carriers look for: a barrier meeting the requirements in section 515.29, an approved safety pool cover meeting ASTM F1346, exit alarms on doors and windows with direct pool access, or self-closing and self-latching devices with the release set no lower than 54 inches above the floor. Screen enclosures qualify when they meet the barrier standard. The governing building standard today is the 8th Edition of the Florida Building Code, published in 2023.

Why Insurance Reaches Your Closing

A property that insures easily is a property that closes on schedule, and in the current Florida market that is worth planning around. Bringing the barrier, the equipment bonding, and the light fixtures to current standards protects the transaction itself.

Where SB 610 Stands

This one circulates as though it is settled, so it is worth stating plainly. A 2026 bill, SB 610, would have attached pool safety requirements to certain property transfers. It died in committee, so it carries no requirement today. Confirm anything you hear about pool safety law against the statute itself or with your building department, including anything you read here.

Permits Are Worth Resolving During the Remodel

Older pools around Pinellas County often carry work that was never permitted. Deck extensions, equipment changes, resurfaces, and enclosure modifications all surface during a sale.

Unpermitted work reaches the appraiser, the insurer, and the lender at the same time, which puts it among the few pool issues capable of stopping a closing outright. Resolving it takes longer than any physical repair, since retroactive permitting and inspection run on the municipality’s schedule.

A remodel is the natural moment to sort this out. Your contractor is pulling a permit anyway, the pool is drained and accessible, and the inspection covers the work that was left open. Handling it then costs a fraction of handling it under a closing deadline.

Chapter 515 also includes a section on information required to be furnished to buyers, which is worth reading alongside whatever your municipality requires. You can verify any contractor’s licence status through the Florida Department of Business and Professional Regulation, which is a useful habit whether you are hiring or checking work a previous owner had done.

What to Spend On, and What to Skip

This list is shorter than a contractor would usually hand you. The first group restores condition, which is what the appraiser and the inspector both look at. The second group reflects taste, and taste pays you back in use across the years you own the pool.

  • Resurface the interior, since the finish is what a buyer sees first and what an inspector reports on
  • Replace equipment so it works reliably, particularly the pump, heater, and salt cell
  • Fix the pool light, which is both a safety item and an inspection item
  • Repair the deck where coping has lifted, or the surface has cracked
  • Meet barrier and gate requirements
  • Resolve any open or missing permits
